How QLD Regulates Injectables

Queensland is the most tightly regulated state for cosmetic injectables. Following a December 2024 Queensland Health fact sheet, only doctors and nurse practitioners may prescribe and hold Schedule 4 cosmetic stock — and only if they physically work at the clinic with exclusive custody. Registered nurses cannot buy or store S4 stock; they may only possess it to administer on a valid, patient-specific prescription. Nurse-led clinics can no longer bulk-purchase stock unless a prescriber is onsite.

The Rules That Apply in QLD

Prescribing Rules

Only doctors and nurse practitioners may prescribe S4 cosmetic injectables. RNs must work from a valid, patient-specific prescription before every treatment — standing orders are not accepted.

Medicine Custody Requirements

S4 stock must remain under the exclusive custody of the prescribing doctor or NP who physically works at the clinic. RNs cannot buy, store or hold multi-use vials under any circumstances.

Clinic Ownership Models

RN-led clinics are legal only under an onsite-custody or remote-dispensing prescriber model. No stock is held onsite by the RN in the remote model.

Advertising & Marketing Requirements

All advertising must comply with AHPRA’s National Law restrictions on therapeutic claims, before/after imagery and testimonials — enforcement in Queensland has increased markedly.

Business Considerations

Budget for a formal prescriber arrangement, professional indemnity insurance covering cosmetic procedures, and compliant record-keeping for every S4 dispensing event.

Common Mistakes

The most common breach is an RN personally purchasing or pre-ordering stock “on behalf of” the clinic — this is treated as unlawful possession, even if a doctor reimburses the cost.

Can you own a clinic in QLD?

RN-led clinics are legal only under a strict prescriber model — either a doctor/NP onsite with exclusive stock custody, or a remote prescriber who dispenses patient-specific medicine for the RN to administer. No independent stock holding by RNs is permitted.
